Add chocolate syrup to a shallow bowl and dip the edge of the glass in the chocolate syrup. Add candy canes to a plate and dip the edge of glass in the candy canes, pressing to adhere any loose ones.
For the cocktail:
In a cocktail shaker filled with ice, add peppermint schnapps, creme de cacao, vodka and heavy cream.
Close shaker and shake until combined and chilled.
