Heat oven to 350ºF (180ºC). Add the quinoa, broccoli, eggs, cheese, flour, garlic powder and onion powder to a large mixing bowl. Mix until well combined.
Scoop into prepared greased muffin tins in 2 tablespoon portions.
Bake until the edges are lightly browned, about 20 minutes.
Let cool slightly then run a knife around the edges to loosen the bites from the muffin tin. Store refrigerated for up to 1 week or frozen in resealable plastic bags for up to 3 months.
